Commissioner issues 29 recommendations to police in seven complaint reviews published today

The Police Investigations Review Commissioner has issued 29 recommendations to Police Scotland in seven complaint handling reviews, published today, Wednesday 29 June.

In 335/13, the complaints arose from the applicant's contact with Police Scotland over a three year period since 2013, in relation to various reported incidents.

Eleven complaints were considered: first, failure to investigate reports of harassment; second, lack of action in addressing the applicant's concerns about losing his job; third, failure to investigate his allegations of being followed; fourth, the applicant's arrest; fifth, that officers threatened to remove his son; sixth,replica cartier love pendant necklace, that officers contacted Social Services; seventh, the applicant being accused of mental health issues; eighth, failure to deal with his complaint about his neighbour; ninth, failure to investigate various complaints about the police; tenth, that the applicant was followed by police officers and eleventh, the failure to investigate an indecent video.

Of the eleven complaints reviewed, it was found that three (complaints one, three and nine) were dealt with to a reasonable standard while eight complaints were not. Five recommendations were made.

Four complaints were considered: first, that an officer lied when assuring the applicant that his report of his son being the victim of sexual abuse had been logged; second, that an officer laughed when the applicant described the crime he wished to report; third, that an officer advised the applicant that he did not deserve any respect and failed to respond to letters the applicant sent; and fourth, that Police Scotland failed to investigate serious crimes the applicant reported.

It was found that the first, second and third complaints were dealt with to a reasonable standard while the fourth was not. Two additional matters were also identified in the review and four recommendations were made.

266/15 reviews a complaint which transpired from the applicant report to Police Scotland that he had received an abusive telephone call, and the subsequent investigation into his allegation.

One complaint was considered, that insufficient enquiry was carried out into his allegation that he received an abusive telephone call.

It was found that the complaint was dealt with to a reasonable standard. No recommendations were made.

In 500/15, the complaints arose from the applicant being charged in relation to a motoring incident. The applicant was an off duty police officer at the time of the alleged incident.

Eighteen complaints were considered, which relate to the manner in which divisional officers and officers from the Professional Standards Department investigated and reported the alleged incident and handled the applicant complaints.

It was found that ten complaints were dealt with to a reasonable standard, while eight were not. Thirteen recommendations were made.
