In all honesty there's absolutely no reason to raise any abilities prior to going to membership, as coaching any skill is easier with a RS gold membership. For low level skills, you've got less crowded skilling areas. For higher level skills, you have more options to train. If it's an option, get membership straight away.
When you have limited membership period available, then I would highly recommend upping magic and melee combat stats. Combat lets you perform more generally, for example skilling in hazardous areas. Magic is very helpful for teleports to save massive amounts of travel time. Agreed with above, but make alot of money, maybe spend half your membership time making money. Money is insanely difficult to earn f2p unless your staking (That is difficult to get kills but you can make millons a hour).
It is down to personal preference. Magic is the only real one that sticks out. All others can be trained much more easily in member areas, anyway. I waited a very long time before becoming a part because I believed my battle level and abilities weren't great enough for it to be worth it. Membership is in factn't a upgrade only for high levels, however. If you want to spend less, you can wait a bit, as freeplay still has things to offer. However, don't do it if you're going to start taking a look at the game as a chore for this. I would just say that when freeplay is no longer fun/as fun, get membership.
Then cannon any activity which you think is worth it, and for those you don't (or if you are like me and need battle XP), use piety with superb collections and prayer potions, or whatever combat prayers you can use (which is why you use neitiznot/proselyte legs for the +prayer). To make it a complete slayer helm you will have to buy OSRS gold bring a Focus Sight along with a Hexcrest for a slayer helm. For your master, a general rule for Slayer would be to simply use your very best master, however if you want the quickest points you can do 9 tasks with Mazchena (sp?) , the demon man in Canifis, and then do your 10th tasks together with your greatest available master (Sumona+).
